
New York Governor Kathy Hochul announced that prison guards involved in the fatal beating of handcuffed inmate Robert Brooks at Marcy Correctional Facility are being arrested and charged with murder. This development follows the release of body camera footage showing the brutal assault on December 9, 2024, which led to Brooks' death the next day, December 10, 2024, at Wynn Hospital in Utica, New York.
Brooks, a 43-year-old Black inmate serving a 12-year sentence for first-degree assault, was beaten by multiple corrections officers while restrained. The footage, made public by New York Attorney General Letitia James on December 27, 2024, depicted officers punching, kicking, and choking Brooks in a medical examination room, prompting widespread outrage. An autopsy, finalized and reported on February 5, 2025, ruled his death a homicide, citing "compression of the neck and multiple blunt force injuries" as the cause.
Following an internal review, Governor Hochul had previously ordered the termination of 13 officers and a nurse implicated in the incident. The murder charges mark a significant escalation, reflecting Hochul’s stance that those responsible must face the "fullest extent of the law" for what she described as a "horrific" act. The New York Attorney General’s office, initially investigating, handed the case to Onondaga County District Attorney William Fitzpatrick as a special prosecutor due to a conflict of interest.
